Get to Know CRS Senior Manager Edwen Delcid

 

Possessing over a decade of experience in cybersecurity and IT auditing, Senior Manager Edwen Delcid plays a key role in developing the service line of our Cybersecurity Risk Services (CRS) Practice and is an integral member of the CRS leadership team.

Edwen completed his Bachelor of Science in Accounting at University of Maryland’s Robert H. Smith School of Business in 2011, and he holds both Certified Information Systems Auditor (CISA) and Certified Data Privacy Solutions Engineer (CDPSE) certifications. After beginning his career in IS Assurance at BDO, Edwen eventually joined the Williams Adley team in 2017, just a few years after CRS Partner Tony Wang joined the Practice as Director.

Since then, Edwen’s expertise has proved invaluable to the success of the firm and has helped optimize the cybersecurity programs of many of our Federal clients, which include the U.S. Department of Homeland Security (DHS), U.S. Department of Education (DoED), U.S. Department of Transportation, Federal Retirement Thrift Investment Board (FRTIB), House of Representatives, and numerous others. As a FISMA specialist, Edwen has led our Federal Information Security Modernization Act (FISMA) Audit for FRTIB since 2017, developing audit plans for all FISMA domains and leading each phase of the audit using the proven, risk-focused approach developed by the CRS team. Under Edwen’s leadership, the audit team has helped FRTIB maintain regulatory compliance and mature its cybersecurity program while minimizing cost to the agency.

In addition to performing FISMA audits for many of our other clients, Edwen has also specialized in SSAE standards and FISCAM procedures. Notably, Edwen has supported our SSAE engagement for the Defense Finance Accounting Service (DFAS) since 2018, and he has led the execution of FISCAM procedures for a number of clients, including DFAS and U.S. Department of the Treasury, since 2017.

Edwen’s diverse skillset also encompasses internal controls, information technology general controls (ITGC), Sarbanes–Oxley Act, Generally Accepted Accounting Principles (GAAP), and GAO Yellow Book, to name just a few. Edwen is also an active member of the Association of Government Accountants.

Edwen not only plays an instrumental role in our success with clients but also is pivotal in spearheading our internal technology efforts through our Technology Working Group. Through his leadership our firm prioritizes compliance with the rigorous standards of NIST 800-171 and CMMC, thus strategically positioning us for future excellence. Through his adept stewardship, Edwen has cultivated partnerships with premier vendors, facilitating the integration of state-of-the-art technology. This not only protects our capacity to safeguard client data but also elevates the quality of services we provide. Edwen's unwavering dedication to delivering exceptional service is exemplified in each project he works on, and his tireless efforts continue to drive the advancement of both our firm and the clients that depend on our expertise.
